Building an effective water filter for the world’s poor?

Is it possible to build a reusable, cheap water filter, with no moving parts, that can filter disease/parasite-ridden water to make it drinkable? I’ve seen one that purports to filter out 99.99% of all harmful bacteria - and even filters out viruses - can this be true? How would one go about designing such a thing?
