water filters for the home. is it worth it? what’s the difference between a filter and soft water?

i’ve noticed a definite difference in the quality of water from los angeles vs. las vegas or hawaii. i’ve recently vacationed at the latter cities and despite my frequent showers (at the beach, pool and hotel rooms) my skin didn’t feel dry at all.
But once i returned to my home my hair and skin have felt significantly dryer. i’ve been considering a water filter for the whole house or a soft water system. by the way, i’m not sure if there’s a difference. but i’m wondering if either of these will make any difference. i’ve already installed a filtered shower head, but i couldn’t notice a big difference.
